Big Changes : Explore the Grant Round Results for Blended Payment Co-Design
The landscape of disability support in Australia is evolving, thanks to exciting new initiatives designed to enhance service delivery and outcomes for National Disability Insurance Scheme (NDIS) participants. Recently, the Hon. Bill Shorten MP, Minister for the NDIS, announced the results of co-design grants aimed at transforming payment models for NDIS providers. The Blended Payments Initiative
This initiative is part of a broader reform strategy within the NDIS aimed at creating more effective and meaningful outcomes for participants. By trialling blended payment models, the goal is to shift away from the traditional fee-for-service structure. This shift not only provides financial flexibility but also encourages providers to innovate their service delivery methods, ultimately benefiting the participants they serve.
According to Minister Shorten, “This is a necessary innovation in shaping how payments could work differently in the NDIS in the long-term.” This proactive approach invites collaboration between providers, participants, and government bodies, ensuring that everyone’s voice is heard in the co-design process.
Grant Packages Overview
As part of the blended payments initiative, two grant packages were offered to registered NDIS providers:
Grant Package 1
Focused on providers of employment support for school leavers.
Grant Package 2
Targeted providers of Supported Independent Living (SIL) and those supporting Younger People in Residential Aged Care (YPIRAC).
These grants will support various providers in their efforts to participate in co-design activities aimed at refining these new payment models.

The Path Forward
With the successful grant recipients now set to engage in co-design activities from September to October 2024, this is an exciting time for the NDIS community. The trial will involve two main payment types: enrolment payments, which compensate providers for delivering support over a specified period, and outcome-based payments, which reward providers upon the achievement of specific participant goals. This innovative approach encourages collaboration between providers and participants from the outset, setting a shared vision for success.
