Your Support at Home Budget Just Changed — Here’s What You Need to Know (Without the Confusion)

When the Support at Home program officially began on 1 November 2025, it introduced one major shift:
Quarterly Budgets.

This new model replaces the old daily subsidy system, and naturally, it has left many older Australians wondering, “How does my funding work now?”
If you’re feeling the same way, you’re not alone and Abled Care and Nursing Services is right here to help you navigate it confidently.

What Changed With Support at Home?

Support at Home has introduced a more structured and predictable way of managing funding for older Australians.
Instead of receiving daily subsidies, you now receive your funding in quarterly blocks, giving you a clearer view of what you can use and when.

This shift aims to make planning easier, budgeting simpler, and support services more transparent.
And yes, while it takes a little getting used to, most people find it much easier once they understand the basics.

Who Do These Changes Apply To?

The new system affects anyone who has moved from the previous Home Care Package system or Short-Term Restorative Care.

To make things simple, here are the categories:

✔ Grandfathered Recipient

You were approved for a Home Care Package on or before 12 September 2024, and you’ve moved into Support at Home with protections so you’re not worse off.

✔ Transitioned HCP Recipient

Your package was approved between 12 September 2024 and 1 November 2025, and you’ve now moved into the new system under standard rules.

✔ Transitioned STRC Recipient

You were receiving Short-Term Restorative Care before the transition date. If you were approved but hadn’t started, you’ll begin your care under the new Restorative Care pathway.

Understanding which group you belong to helps you understand how your budget is structured, a key part of planning ahead confidently.

What Are Support at Home Quarterly Budgets?

Your funding is now delivered in four equal parts throughout the year.

This approach gives you predictable funding cycles, allowing you and your care team to plan ahead especially useful when managing essential daily supports through a reliable provider such as Abled Care and Nursing Services.

How Your Quarterly Budget Works

Here’s a simple breakdown of how your funding is structured:

✔ Your annual funding is divided into 4 equal quarters

This gives you a clear amount to work with every three months.

✔ 10% of each quarter automatically goes to care management

This ensures your care coordination stays consistent and responsive.

✔ The remaining budget is for services in your Support Plan

This includes personal care, domestic help, transport, nursing support, and more.

✔ Funds are only usable within the current quarter

This prevents overspending and keeps your plan on track.

✔ Unused funds can roll over but only up to $1,000 or 10% of the quarterly amount

Whichever is higher.

This system helps you prioritise what matters most and keeps your budget balanced.

Key Things to Remember

To make the most of your Quarterly Budget, it’s important to understand the rules.

A. You can’t overspend

Pulling money from future quarters isn’t allowed, so planning is essential.

B. Rollover is limited

If your service needs fluctuate, unused funds might carry over — but only within the set limit.

C. Service schedules may need regular reviews

Because budgets reset every three months, your care schedule might need tweaking to stay aligned.

D. Regular check-ins matter

A little planning goes a long way.

Quarterly discussions with your care partner can help you stay on track and avoid surprises.
